x86: irq_remapping: Use helpers to access irq_cfg data structure associated with IRQ
Use helpers to access irq_cfg data structure associated with IRQ, instead of accessing irq_data->chip_data directly. Later we can rewrite those helpers to support hierarchy irqdomain.
