RDMA: Fix kernel-doc compilation warnings
This patch fixes bunch of kernel-doc compilation warnings like below: drivers/infiniband/hw/i40iw/i40iw_cm.c:4372: warning: expecting prototype for i40iw_ifdown_notify().
