drm/vmwgfx: remove unused vmw_bo_is_vmw_bo() declaration 

vmw_bo_is_vmw_bo() has been removed since
commit 298799a282 ("drm/vmwgfx: Fix gem refcounting and
memory evictions"), so remove it.
