ata: Add APM X-Gene SoC AHCI SATA host controller driver

This patch adds support for the APM X-Gene SoC AHCI SATA host controller
driver. It requires the corresponding APM X-Gene SoC PHY driver. This
initial version only supports Gen3 speed.
