Documentation: intel_pstate: Describe hwp_dynamic_boost sysfs knob
Document the recently introduced hwp_dynamic_boost sysfs knob allowing user space to tell intel_pstate to use iowait boosting in the active mode with HWP enabled (to improve performance).
