powerpc/xmon: Reset RCU and soft lockup watchdogs

I'm seeing RCU warnings when exiting xmon. xmon resets the NMI
watchdog, but does nothing with the RCU stall or soft lockup
watchdogs. Add a helper function that handles all three.
