[NETFILTER]: nf_conntrack_ipv4: fix incorrect #ifdef config name

The option is named CONFIG_NF_NAT not CONFIG_IP_NF_NAT. Remove the ifdef
completely since helpers also expect defragmented packet even without
NAT.
