dt-bindings: gpio: brcm: Add bindings for xgs-iproc

This GPIO controller is present on a number of Broadcom switch ASICs
with integrated SoCs. It is similar to the nsp-gpio and iproc-gpio
blocks but different enough to require a separate driver.
