selftests/vm: fix out-of-tree build
When building out-of-tree, attempting to make target from $(OUTPUT) directory: make[1]: *** No rule to make target '$(OUTPUT)/protection_keys.c', needed by '$(OUTPUT)/protection_keys_32'.
