Followups to d760afd4d2
("memory-hotplug: suppress "Trying to free
nonexistent resource <XXXXXXXXXXXXXXXX-YYYYYYYYYYYYYYYY>" warning").
- use unsigned long type, as overflows are conceivable
- rename `i' to the less-misleading and more informative `section'
