selftests/bpf: Add global variables linking selftest
Add selftest validating various aspects of statically linking global variables: - correct resolution of extern variables across .bss, .data, and .rodata sections; - correct handling of weak definitions; - correct de-duplication of repeating special externs (.kconfig, .ksyms).
