scsi: fcoe: provide translation table between Ethernet and FC port speeds
Provide a translation table between Ethernet and FC port speeds so odd speeds (from a Ethernet POV) like 8 Gbit are correctly mapped to sysfs and open-fcoe's fcoeadm.
