gpu/drm/hisilicon: Convert drm_atomic_helper_suspend/resume()
convert drm_atomic_helper_suspend/resume() to use drm_mode_config_helper_suspend/resume(). Fixed one sparse warning by making hibmc_drm_interrupt static.
