mm/hugetlb: generalize ARCH_WANT_GENERAL_HUGETLB 

ARCH_WANT_GENERAL_HUGETLB config has duplicate definitions on platforms
that subscribe it.  Instead make it a generic config option which can be
selected on applicable platforms when required.
