在 gitlink-shared 和 gitlink-pr 两个 skill 中添加 Fork-based PR 协作流程规范。

改动：

  • gitlink-shared: 新增 PR 协作流程章节（+40行）
  • gitlink-pr: 区分向他人仓库提 PR（Fork 流程）和自己仓库提 PR（直接推分支）（+29行）

确保 AI Agent 遵循标准开源协作规范。
