新增 gitlink-onboard
Skill：为新人一站式生成完整上手指南——项目简介、技术栈识别、核心目录导航、社区文件检查、good-first-issue、核心贡献者联
系与上手步骤。相比 gitlink-newcomer 覆盖更全面。

本 PR 包含 skills/gitlink-onboard/（SKILL.md +
references）。配套脚本与单元测试在独立仓库：https://gitlink.org.cn/Ct201314/gitlink-onboard

已在 Gitlink/gitlink-cli 真实验证，9 个单元测试通过。

GitLink 智能化服务开源贡献赛 子赛题二 参赛作品。

86d93655b3 feat(skills): 补充 gitlink-onboard 配套脚本与测试 
将 SKILL.md 方式A引用的脚本（scripts/）与单元测试（tests/）纳入 PR，使其自包含可运行。
