feat(skills): add gitlink-release-notes (Release Notes 生成 Skill)
新增 Agent Skill：根据 commit 与 PR 记录生成结构化版本发布说明。
- 输入：仓库 owner/repo + 版本范围
- 输出：按 Feature/Bugfix/Breaking/Docs 分类的结构化 Release Notes（Markdown）
- 串联 gitlink-cli 的 release/pr/commit 相关命令，由 Agent 编排
属于子任务二「Release Notes 生成」场景。遵循 skills 规范（SKILL.md），兼容 Claude Code 等 Agent 平台。
